Hong Kong's universities are staffed by young and energetic scholars. If they do not make an impact in the study of China, or even Hong Kong, that is because they are hindered by mistaken policies. The community which demands international recognition puts pressure on them to publish in English and in the West. At one extreme, this means that the government here sponsors research which has to be published to the satisfaction of an American readership, who for the most part is not interested in Hong Kong. At best, it means that many write about their own history and culture in their second and less fluent language. This is one area where worrying about what the rest of the world thinks of you has done decided harm to Hong Kong's creativity and image. Academic accessment which puts a premium on international recognition substitutes imitation for a genuine quest for knowledge and that is detrimental to people who want to strike out on their own.
